Seattle City Council Not quite accurate. Seattle City Attorney's Office can already prosecute use on buses and at bus stops via SMC 12A.12.040. And Seattle Police Department has had the authority to seize drugs as contraband since 1981. RCW 69.50.505. No one's lacking for enforcement authority.
