For Carnegie Politika, I dug into the data on China’s dual-use exports to Russia. It’s not a pretty picture. In 2023, China provided 89% (>$5 billion) of Russia's imports of products covered under the G7’s “high priority” export control list.

This is, indeed, the right message. Not only from the U.S., but also from EU leaders. Bundeskanzler Olaf Scholz failed to send this message during his Chinese visit. Will Emmanuel Macron and Ursula von der Leyen make up for that when they meet Xi in Paris? It would be so important!
