Not someone who has been a city leader for DECADES and watched the deterioration happen.

I believe you meant “hard” not “heard.” The word “mayor” doesn’t need to be capitalized. If you’re running on a “recovery” platform you better be in recovery. “Decades of experience” means you contributed to the city’s downfall.

If George Gascón really cares about police accountability and thinks that access to personnel files is the way we get that accountability - let's start with HIS file from his 20+ years as an LAPD officer. MULTIPLE sexual harassment/retaliation claims were filed against him.
