I feel like Alex Holowczak point of view might be the key to solving the problem.

International Chess Federation needs to find a financially sustainable way to FIDE rate all the world's events. Maybe capping the fees for active countries?

I think that was done in Spain successfully...

Even if you can argue that withdrawing from a closed event is worse, it's an interesting question. If EDC is to follow up from their recent ruling, they would have to deal with a lot of similar cases.
