Glad to see this out. Too often advocates for PR don’t grapple with how PR and presidentialism can fit together. Here we have Scott Mainwaring (who wrote the famous piece about multiparty presidentialism being a “difficult combination”) and Lee Drutman explaining how it can work.

GOP votes against CR--a bill understood to give their party a jumping off point for negotiations. Instead, GOP goes into the shutdown with no ask.
Note Freedom Caucus split: the 'be a pain and then deal' faction, and the 'end McCarthy' faction are not at all on the same page.

OTOH this unlocks a major opportunity:
If the House requests a conference, and the Senate rejects the request, then when the Senate amendments go back to the House, motions to dispose of them will be privileged. A majority could accept the Senate's CR without the need for a rule.
