Tariffs are taxes on imports and raise revenue. These non-tariff charges are to cover the costs of inspections that would not be necessary without Brexit. They may not even cover those costs. And the costs of delays are extra . 'Deadweight losses'.

I can't help wondering that if Jesus arrives in the UK on a small donkey, he would be sent to Rwanda. But he would have been welcomed if he arrived on a private plane/yacht and an offshore bank account.
