Building expensive stormwater systems on cheap land is a financial oxymoron.

Yes, stormwater management does code green, but it doesn't need to code stupid. We can have stormwater management that is beautiful and builds lots of value. That we don't reveals a deeper design problem, not a problem with managing runoff.

Cities use cash accounting. When a new house is built on a new road, the city gets cash today from taxes but the cost to fix the road is decades away. If you just focus on the budget, it might tell you that all is well because it isn't showing you future pending liabilities.

This is a great question. We should think in terms of a ratio of private investment to public investment. How much private investment is required to financially sustain a dollar of public investment? In my estimation, that ratio is between 20:1 and 40:1.
