Throughout the Tom Hayes and Carlo Palombo Court of Appeal hearings it was clear the judges thought that Libor submission rules required the 'cheapest' rate. What's strange is I don't recall this ever being part of the SFO's case.

If the cases of Tom Hayes Tom Hayes and Carlo Palombo don't involve a point of law of public importance, I don't know what does. They went to jail for something the US courts now say wasn't against any rules or laws. Only the UK now sees this as criminal: t.ly/jtLFe
