NEW: The Anaheim City Council voted early Wednesday to approve DisneylandForward, a multidecade plan to allow Disney to develop new theme park, hotel, and entertainment around its existing theme parks. The plan was unanimously approved in a 7-0 vote shortly after 1 am PT.
