[BREAKING] We are proud to unveil the fourth annual edition of our Geographical Representation in EU Leadership Observatory.
With updated data, #GRELO2024 reveals a dramatic worsening of representation for Central and Eastern European citizens. A 🧵

retention of new recruits;
5/ tracking progress publicly through a yearly review of geographical representation (as #GRELO2024 currently does); and
6/ above all, acting on the conclusions of this report and not leaving the results of this analysis to Eurosceptic movements.

Given the EU’s dual emphasis on Member State equality and population-based proportionality, #GRELO2024 questions regions’ equality from three different angles: 1/ as equal between one another, 2/ pro rata of their number of Member States and 3/ pro rata of their population sizes.

2/ establishing dimensions of analysis in order to assess the situation and, provide baseline measures to understand the status quo;
3/ establishing goals and targets, including a clear long-term goal and one or more time-bound intermediary goals;

- Pro rata of Member States, Western Europe still received over 51% of appointments in 2021-2023. Even accounting for demography, Western Europe earned more than 1.5 its fair share in 2023, compared to just over a quarter of their fair share for Central and Eastern Europe.

The clear and continued under-representation of groups of citizens harms citizens' sense of representation and belonging to our Union. This should be particularly important ahead of elections and can be remedied to with political will. We must act now. #GRELO2024

Given Member States’ differentiated dates of accession, #GRELO2024 also focuses on more recent years (especially after the 2004 EU enlargement, which saw ten countries from Central and Eastern Europe accede to the Union), as well as on Member States’ first years of membership.

- Overall, figures for 2023 and for the 2021-2023 triennium, as well as trends in recent years, show a dramatic worsening of representation, especially for citizens from Central and Eastern Europe.

#GRELO2024 recommendations include 1/ acknowledging the lack of proper geographical representation in the EU’s leadership, its likely negative impact on citizens’ inclusion, as well as the central role of the Council, Commission, and Member States’ representatives and appointees;
