The IIASA is interesting. First suggested in 1966, Peccei (Club of Rome founder) played a crucial role in setting up the IIASA, which after a lot of bartering between the USA and USSR finally launched in 1972, in London. In 1973, it was moved to Austria, where it persists today.

Finally arrived at ASCEND 21 - the report behind Agenda 21. One stop short of promoting technocracy, frankly.

Naturally, the IIASA were involved - who in 1975 released a groundbreaking report on monetising carbon emissions through 'carbon pricing'; BEFORE 'consensus' was set.

This is equal parts amusing, and tortuous - it will not admit that IIASA's own 1978 working group's admission that the carbon cycle was essentially not understood means that the 'carbon consensus' set in February 1979 can be anything but guesswork.
