Yes, applicants may be interviewing from home and may not be able to isolate themselves - and we shouldn't penalize them for that.

Programs should be flexible. I would encourage all participants to keep in mind that all interviews will be virtual for all applicants, thus leveling the playing field for all as much as possible.
