Sure, when you avg the homeowners with paid-off or 3% mortgages + prop13 maybe you get 1642, but don't expect everyone to be excited abt the state of the economy.

The city raise came because maybe it’s beneficial for a public entity’s workers to live where they work (we don’t hire out of CA for CA jobs)

The structural shortfall comes from a state law (Prop13) as well as improper zoning for decades which underdeveloped the “tech capital”
