This land isn't riparian but a flood plain. So safaricom didn't break those approval rules per say. Just a poor uninformed decision. For Floodplains you leave them for farms, play grounds, golf, fields, etc. Not that it's illegal to build, just that it's a bad decision to build.

The black (or Lombardy) poplar is a declining species in the UK. It is rare and grows in isolation in boggy conditions near ditches and floodplains. Only around 7,000 wild black poplars now grow in the UK and of these, only 600 are female trees.
