1. HSE has been administratively understaffed for years.

2. Mbrs of Fishers 1️⃣ who align w/the party that controls IN’s budget talk about “bloat” without understanding how poorly HSE is funded

3. HSE must have a referendum to be competitive in staff salaries due to #2
