Another way of looking at the typing question: Static is important when cost of failure (MTTR, criticality, harm, $) is greater than some threshold.

Many Erlang systems keep COF extremely low while being dynamic. Context matters.

Thanks to ⁦Vlad Khononov⁩ for opening my eyes to this amazing book on system design from 1976! Computer engineering has been grappling with how to systematically architect software for decades. The principles here are even more fundamental than the ones in Clean Architecture.
