Agreed Chris. Structural change almost never delivers. That’s why in our work we’ve focussed on reforms to how HMT works to deliver better outcomes.

If we were starting from scratch I would agree with this. But I think we’ve tried to break up HMT and it never works. We always end up reversing it. I think a strong PM/CO alongside a reforming Chancellor, with system reforms as set out in this piece, would get us a long way.

This is not far off what i’m proposing - spending allocations should be made as part of the mission councils against the strategy they have set out.
