There are only 15,000 available shelter beds. If every single bed were made available, it would meet the needs of 1/3 of LA's unsheltered population, leaving at least 29,000 subject to enforcement of the 41.18 amended ordinance. This defies Martin v Boise.

With the cold and rain approaching, it’s especially cruel to make it a crime to seek refuge under a freeway, especially when there are no shelter beds available. In LA County there are 15,000 shelter beds and 60,000 unhoused. Where will people go?

Language matters. But I’d argue that changing from “homeless” to “unhoused” is less important than changing to unhoused *neighbors.* Understanding that unhoused folks are your neighbors and have the same attachment to your neighborhood that you do is key.
