We need a #JustTransitionForCaltrans and a state Department of Rail full of permanent, staff experts that can design, build, and deliver the viaducts, tunnels, catenary wire, etc. that we need for critical infrastructure projects - not just HSR but regional rail around the state.

This is a major obstacle for California as well, and why we need a #JustTransitionForCaltrans . We need a permanent bank of in-house experts for engineering, design, project delivery so we can build electrification projects on time and under budget.
