An important difference in dynamics of reacting systems is that oscillating temperature or oscillating overpotential are changing the overall reaction thermodynamics, while programmable catalysis is only changing the adsorbed surface species energy.

Interesting! As early as 1987, Michael Graetzel observed that photocatalytic water splitting actually produced H2 and H2O2. It's a kinetically favoured 2e- process as compared to 4e- process of water oxdn to O2 which requires a much larger overpotential.
