These are footpaths in India's highest per capita tax-paying 'Millennial City' Gurgaon. Unusable by pedestrians. Same scene all over the city & most Indian cities. Why? Not lack of funds. It is lack of training and planning in how to build and maintain basic civic infrastructure.
