5/7 Fourth - many ICB have changed the governance architecture of their ICB to include a specialist health inequalities committee which reports directly to the board. This provides influence and helps accountability and an opportunity to involve a wider group of stakeholders.

2/7 First - ring fencing health inequalities funds did not always protect it from being used to fund general deficits in health systems. With systems under pressure it was just as important that strong and principled leaders at the top of #ICB were willing to protect it.
