A warrant requirement for Section 702 would, for the first time in history, give constitutional rights to Hezbollah and other foreign adversaries.

Today, I spoke on the House Floor about the need for Congress to pass House Intelligence Committee’s FISA reform bill without a warrant requirement.

Over the last 5 years, over 10,000 Haitian migrants have settled in Springfield, putting a serious strain on local resources.

Today, the The Wall Street Journal Editorial Board voiced its support for the Reforming Intelligence and Securing America Act.

The Editorial Board opposed the Biggs-Jayapal-Jordan-Nadler warrant amendment, noting that it would “introduce needless delay when time can be of the essence.”

Today, former Secretary of State @MikePompeo and former Attorney General Bill Barr published an op-ed for Fox News endorsing the RISA Act.

The legislation contains 56 reforms that would stop FBI querying abuses, prevent another Russia Hoax from happening, and fix the FISA Court.

Section 702 of the Foreign Intelligence Surveillance Act expires in ten days.

Section 702 only applies to foreigners outside the United States.

The legislation that the House of Representatives will vote on this week is not an expansion of warrantless surveillance on Americans.

“This bill, the underlying bill, provides 55 reforms both to the FISA Court process, to the FBI’s processes, and to the use and the collection of 702 data that go right to the heart of the actual abuses. They’re not stabs into the dark.”

.US Rep. Mike Turner on the need to reform FISA Section 702:

“The Intelligence Community failed to properly police themselves, and they abused the tools that we gave them under FISA. There were searches of Americans’ identities in the 702 database that should never have occurred.”

Chairman US Rep. Mike Turner on how HPSCI worked to reform Section 702 of the Foreign Intelligence Surveillance Act and stop FBI querying abuses:

“We are significantly restricting both the level of who has access and the number that has access and the review of those who access it.”

This week, Congress will vote on the largest reform to the FBI and FISA in a generation.

The bill:

✅ Cuts over 90 percent of the FBI out of U.S. person queries.
✅ Creates enhanced criminal penalties for those who violate FISA, leak FISA applications, or lie to the FISA Court.

In the past, the FBI previously abused the Foreign Intelligence Surveillance Act (FISA) to inappropriately monitor American citizens.

House Intelligence Committee has worked to reform FISA Section 702, fix these abuses, and increase transparency.
