This is a good example of how convention is often more powerful than law.

Legally, the two houses are co-equal.

By convention, the upper house must eventually give way to the lower house.

The crisis may arise over differing views of when that requirement kicks in.

It’s a big bill with lots of long overdue reforms on issues that have been plagueing Cdn Nat sec for years. Make no mistake, the legislation is not simply a reaction to recent events. Won’t be offering any hot takes here. Going to take some time to review and digest.
